If an owner is clueless enough to not hit submit there isn't really anything you can do for him.

The system does submit automatically when you don't make changes week to week. However when changes are made you have to do it manually. It doesn't seem to be consistent. After you make changes they display accuraetly if you were to look at your roster, but for scoring for the following week if you don't go back in after changes and submit new players they don't carry over.
If it can do auto submit with no changes, why can't it when clear changes are made. In our league you can't add players without dropping equal, so the system should be able to look at roster with changes or not, and submit automatically. Our commish is saying the system can't. I'mtrying to confirm.
The only auto submit that is available is simply is someone didn't submit a starting lineup at all then the previous weeks starting lineup is used. This is a setting that is either on or off and the reason for the setting is so that lazy owners don't have blank lineups and thus get a zero and let the other team get an automatic win. It doesn't take into account bye weeks or injuries or anything else, just a straight copy.
If an owner wants to make a change to their lineup it's their responsibility to do so. There is no way any system can read your mind to know who you would have rather started instead.
From your post above I think you are a bit confused. There is a big difference from the players that are on your roster vs. players you start. If you pick up a free agent that just adds them to your roster. Has nothing to do with starting them, that is a completely separate operation and form to submit. I may have 17 players on my roster but we only start 9. For example I think I swapped out my backup QB 3 or 4 times during the year but I sure didn't ever start them other then the bye week of my starting QB. How would an automated system know if I really wanted to start that backup QB or not? It can't.
So again, the auto submit of the previous weeks lineups if you don't actually submit one is simply an option a commish can turn on so that teams don't get automatic wins by lazy owners not submitting a lineup and getting a zero. Nothing more then that.
I should point out that I'm never against any new suggestion for improvements but I'm not seeing how what you suggest could be done. I don't know any other service out there that has such a setting either, at least until computers can read our minds. If you want to start a newly added player you need to submit a lineup, which you should be doing every week anyway.
